Not sure if this is by design, but if I do a training, a full repair, and then a competition, I can immediately repair again without having to wait for the full time to count down.

I do have the bonus for repair time halved.

I was told that this is by design. After a Copmetition your repair cooldown is reset (any of the repairs get reset). This can come in handy if you use it like you do.
